Resolution: Answered
The password policy is not enforced by default for a virtual site (JAHIA-3460)
A checkbox should be activated in the "edit site" screen (screenshot-1.jpg) in
order to enlabe password policy enforcement for a site.
With the enforcement turned "on" the rules are checked correctly.
There are no exceptions even for a root user :-)
