Workflow Engine: I can select a page which is currently locked

With one user I am editing some content on a page (the home page). With another
user, I am tryting to validate the same (home) page.
so there is a lock being displayed (ok). But I can select the page in the
workflow engine even if I could not choose any action (cf screenshot). The
check box should be grey out in such a case.
