Setting of virtual sites are in the Server side of the admin Center -> should 
be at the virtual site level

The HTML settings per virtual site are located at the server level only. A 
webmaster of one virtual site (or the siteadmin) could not access to such a 
menu in order to turn on or off some options for their site.

If they have access to the gloabl menu they could turn off or on settings for 
other virtual sites which is not under their responsability.

I think such a menu should be on per virtual site basis and located for each 
site at the virtual Site level
