Unselect the "add category" button when no category is selected

In the category management panel, the "add category" button is clicable by
default, but until you have selected a category clicking on it will do nothing,
this button should be descativated (like the other ones : delete, edit, cupoy,
move) or the "root" category should be selected by default.
In the present state, it's not consistent.
