Here the problem is that the cahce use the locale as a part of the key so when 
you publish the french page we flush only the page in french and we do not 
flush the english page.

If I flush all the other locale when I publish in one language I think it will 
not be really performant.

I think we will a way to detect that the page is newly created in one language 
(this is the case here and then flush the page in all locale)

Do you agree with this solution ?
