Admin Center grey out in server part: not working in left menu

I am connected with a steven user who can enter the admin center, access to one
menu in the site settings and only noather one in the server settings.
The left menu in the site settings looks like correctly grey out for all
unavailable menus. But this is not the case on the server settings part.
