Group Management and sharing cross-site: one group per server or per site?

I am trying to add the "users" group to a portlet (or a template or a
category). We had a custom ACL group picker in order to select the virtual site
(cf screesnhot with an additional drop down to select the source site on the
left).
This is currently not clear if adding the users group is adding all users of
all virtual site or only of the current site. Are group shares on a per server
basis or custom to each virtual site? If I grant the "users" group on category
does this mean that all site and all users (even not sahred cross-site) will
see all categories?
