The new HTML Settings at the virtual site level is not available by default for
site administrators (logued with siteadmin). But is present in the main virtual
site icon (but not in the left menu of the admin center).
So this leads to a 403 error when clicking on such a virtual site option with
the defautl siteadmin. This icon should be available for siteadmins as this is
a site settings.
