TCK template: ACL icon is always present in the topbar even if there is no
local ACL modification on the page

I turned on the Advanced Editing Settings on my TCK template set. Then I always
have an ACL action menu shortcut in my template toolbar (with the language
flag) while there is no local ACL on such a template and everything is
inherited from the home page (basic guest user)
