Fieldsets are displayed on absolute ctnlist even if the current user has no
write permission on the source.
In order to reproduce the test scenario, just validate the home page (guest
access) and create/publish another sub-page. Grant some write permission only
to this sub-page to a user. Login with this user on the home page. You can see
the fieldset on the upper left logo or on the left menu even if such a user has
no wrtie permission on the source of such content (aka the home page).
Same is true for the upper left logo on the second page.
