File Manager toolbar: why shortcut icons are beside the menu and not below?

Why the shortcut icons in the File Manager are beside the menu and not below?
It looks like more "standard" to have shortcuts below the menus...
Ideally speaking, on the long run, could we envision to reuse some kind of
toolbars paradigm (with the preference API) for such engines' managers? Perhaps
with some options to let each users customize their "shortcuts". Of course this
would make some sense only if the number of features increases (with views,
filters, etc...) and would let each user customize his "Managers" with
shortctuts. So I am just questionning myself in order to try to avoid
developing two toolbars UI component.
