I'm thinking of making a new release directory for JMeter, called "unstable" (or "milestone"), where unstable milestone builds can be made available for download. Not as tested as release builds, but generally whole and complete especially in comparison to nightlies, where you never know what your going to get. Then, when trying to make a real release, candidates can go in this unstable release folder, and when one "passes", it can be transferred to the release folder.
