One usually creates new bugzilla 'enhancement' entry and attaches prepared patch to this (only patch not an entire tar ball with all sources :)). This way everybody can test it and commiters can include it to the project. I personally see no use of this feature in my tests :-) (i'm testing web applications which returns computed html of different sizes).
