About the voting process: I think Struts was it that handles it a more obvious, more visible way. They start every vote with a "[VOTE]" in the subject. That would be a bit more eye-catching and wouldn't get lost, if for example some of us just returned from christmas/new year-holidays. With some hundreds mails about bug-status-changes the vote might just have got lost. Anything to really encourage people should be rather difficult. And considering that sometimes there might be votes about specific directions where JMeter-development should head that's a real problem. But how to solve... Sorry, no idea either.
