Pre-Processor Counter doesn't accept user variables for Start, Maximum

I am running JMeter 1.9RC3.
I create New Test Plan, add Thread Group, and Add Counter.
On Counter page (GUI) I set:
Start: ${start}
Maximum: ${end}

and then click on Thread Group again. When I click back on Counter to display
Counter page (GUI), Start is set to 0 not ${start}, Maximum is set to 0 not to
${end}.

If I set Start to 2, and End to 5 the values will stay when moving away of 
Counter page and then coming back.
