This is my first time using JMeter so I'm not 100% sure of functionality. Is it the case that the assertion affects siblings, descendants of siblings, and its parent? If so, then it appears it acts differently depending on the type of its parent. I think my confusion arose because the text only really covers the case where the Assertion is under a Controller, but the example includes a case with a request as a parent. Also the example doesn't include an example of "below". My suggestion would be to change the text to: "If its parent is a request, then it is applied to that request.
