Well, as soon as a patch comes in from a non-committer contributor, it's worth a point release, even if that's the only change: at least it will fix HIS problem, and as an important side-effect, reward his effort in creating and sending the patch.
speaking as someone who just contributed 2 patches a week ago i can confirm this. At least the patch should be reviewed and given feedback on, it gives the impression that outside help is wanted, needed or even appreciated.

Reviewing shouldn't be top prio, high-ish as you described is just the right level.
