It's not (yet?) clear to me why the shutdown() method should ever suffer from 
concurrent modification, but as the OP has pointed out, removing the DB init 
from testStarted() solves this problem, and also solves the problem of 
possible startup errors where JDBC parameters are passed in via functions etc 
which have not yet been intialised.
