Thanks everybody - not sure what I did when I copied CookiePanel, Cookie,
and CookieManager to hack and
create my Cache stuff, but I obviously butchered something.  I redid
everything a little more carefully and it's working
just fine now.  I diffed everything and still don't see anything remarkable,
but apparently something was amiss.
