Duration does not work correctly when using Scheduler and start Time

Sebb,

We're using the nightly release 20040923 and its not fixed in that. I've also 
just checked the latest nightly build and its still broken. I'll attach a very 
simple test to reproduce the problem. The test should simply get 
http://localhost/ 10 times when it runs. The test has a 10 second duration 
specified. If you modify the start time to a value more than 10 seconds in the 
future the test will only execute one GET, not the 10 that it should.
