It appears that the HTTPSamplers are passed all the Manager config items in
turn; they save the last one passed in, whatever that happens to be.

It looks to be quite difficult to establish which Manager is the "closest" to
the Sampler (in theory this would be its child), so I've updated the documentation.

Changing status to LATER, in case the precedence issues can be resolved.

For example, it might be useful if one could set up a default manager at the
same  level or higher level than the samplers, but allow individual samplers to
have a different manager at child level.
