In the Test Plan I selected the "Run each Thread Group separately" option.  I 
did not specify a start/end or duration time.  I input 60 for the Startup 
Delay which should override the start/end/duration times.

Here's what I have:
Test Plan with 3 Thread Groups;
The Test Plan's "Run each Thread Group separately" option is selected;
In each Thread Group I have the "Scheduler" checked and have input 60 in 
the "Startup delay" field;
Thread Group 1 - 10 Threads, Loop 100;
Thread Group 2 - 25 Threads, Loop 100;
Thread Group 3 - 50 Threads, Loop 100.

When I run the Test, Thread Group 1 Loops 100 times.  Thread Group 2 waits 60 
seconds before starting, but it does not Loop.  It only performs the test 25 
times (which is the number of Threads specified).  Thread Group 3 waits 60 
seconds before starting and does not Loop.  It only performs the test 50 times 
(which is the number of Threads specified).
