Specifying an absolute path to the csv file results in the following message 
being written to the jmeter.log file:

2005/12/01 16:28:28 ERROR - jmeter.config.CSVDataSet: Failed to read file: 
C:\qatests\csqaconsoleapps\starz\data-profAttrs.txt

Converting the path to be relative to the jmeter startup directory works around 
the issue.
