The behaviour of JMeter when the number of threads is set to 0 is not
currently defined.

Having said that, you may find that the current nightly resolves the
problem (there was a recent bug fix to solve a related problem whereby
a thread group might not be started if some previous thread groups
completed before all the thread groups had been started).
