Docs is used for the web-site; it's not suitable for the help as it includes the left hand web-site navigation panel. [Though some of the items ae shared with printable_docs]. I just checked, and the both the docs and printable_docs directory structures are included in the JMeter 2.2 and 2.3RC3 releases.
