Hi,

maybe you want to have a look at the JMeter plugin Markov4JMeter
(http://markov4jmeter.sourceforge.net/).

Although primarily developed for integrating probabilism based on Markov
chains, it also allows to vary the number of *active* users/threads
during a test run. The number is varied based on any configurable
formula (e.g., sin(t)*20+50, t being the elapsed experiment time in
minutes).

Unfortunately, I haven't had the time to make sure whether Markov4JMeter
is still running under JMeter 2.3 (I will do so soon). Under JMeter 2.2
it works.
