Probably JMeter is not finding the jmeter.properties file, and that's
probably because you ran jmeter.bat from a directory other than the
jakarta-jmeter/bin directory. Is it possible you typed in "bin/jmeter.bat"
when you ran the bat file? Try cd'ing into the bin directory and running
jmeter.bat from there.
