Depends on your operating system.  It is a limit of the JVM/OS.  Unix
based systems usually have a per-user limit of ~492 threads/processes.
That includes the main thread and any other programs you are running.

I don't know that anyone has tested that.  A lot of the answer is
obscured because the hardware is not always the same for the three
OSes
