Well I can see the dashpro cookies by turning on -Djavax.net.debug=all in the jmeter.bat file. as far as seeing all the other cookies our siteminder guy has looked at the siteminder logs and determined that it is not issuing a cookie for some reason when we make the request to RegistrationSubmit. He is going to get back to me once he has determined what on his side is causing this. Are cookies over Https a problem in JMeter?
