Probably, although it depends a bit what you are trying to accomplish.
You can use JMeter to download and display the saved data. The best way
I've found (after minimal experimenting) is to add a Simple Controller and
the desired listener(s) to the WorkBench, and then browse to load the file
desired. Depending upon version (or maybe the phase of the moon) you may
have to Run to get the display. I've had to do things both ways at various
times.
As for offline tools, many existing programs (Excel, say) can read the
JMeter data files, although you may have to tell it something about the file
format.
