I assume that you are required to use jdk 1.3? If so, a better question would be, which version of JMeter works just as well under jdk 1.3 as jdk 1.4?
Since the documentation states that JMeter 1.8 or higher requires JDK 1.4 or later, you should probably download 1.7 for use with JDK 1.3.
