to use jmeter, you need the following.

1. download a release of jmeter, preferrably 2.0.2
2. java installed, jdk1.3, 1.4 or 5. jdk 1.4.2 is preferred right now

directions

1. unzip the contents of the zip file if you're on windows. untar if
you're on unix
2. start jmeter by running jmeter.bat or jmeter.sh on unix
3. write a test plan by following the instructions in the user manual.
