I have also had problems with the while loop and running through the
code I found out that it did indded not reevaluate its condition
properly. I had posted on that subject some time ago not sure whether I
was misusing the function but did not get a response.

In the meantime I have successfully patched my own JMeter by adding the
following line:

  // clear cached condition
  getProperty(CONDITION).recoverRunningVersion(null); 

at the very beginning of the conditionTrue true method of the
WhileController and now get the behavior I expected.

I did change my test to use LAST instead of a condition.

I use a JDBC Request with an attached Response Assertion at the bottom 
of the While Controller.  As soon as I get a response that indicates a 
completion on the process, the While Controller terminates.

Although, I found I had to tell the Response Assertion to Ignore Status,

otherwise the whole test would stop, not just the While Controller. 
And, I wanted the results of the test to be indicated by the process 
completing successfully, not just completing, so I needed another 
Sampler and Assertion after the While Controller.
