AIUI CSV output was temporarily disabled when the new input/output formats were introduced. However, I thought that had now been fixed - perhaps not. It would be worth checking the test plan in case the property is being over-ridden - i.e. check the configuration in the listener(s). The default is supposed to be taken from the properties file. Not sure what happens when plans created before the fix are loaded.
