I think timers only get invoked if there is an associated sampler.

You could try defining a variable to hold the wait time.
Set it in the test plan to 10 seconds.
Reset it to 2 seconds after the first sample (does not matter if it is reset
each time) - this will need to be done at a lower level than the main test
loop, e.g. as a child of the simple controller with http_request_3.
