Yes, it is deliberately disabled. * if the test plan is created using the JMeter proxy, then the embedded resources will be downloaded anyway by the browser, and it does not make sense to do it again.
* JMeter does not currently cache any files, so it would download all embedded resources for every sample, even if some files had previously been downloaded. * To avoid "surprises" in test plans... To mimic what goes on in a browser, either record the session using a real browser, or make sure that the embedded resources are dowloaded on the first instance of the sample only. Note that what the browser downloads may vary between browsers, and will certainly vary if certain options are changed, e.g, playing background sounds. S.
