Indeed, it's very powerful - ideal for prototyping and suchlike.
Or one could use JEXL or JavaScript.
But they all require some code to be written.

I just meant that if the feature is generally needed, it might be
better to provide a built-in function and/or option.

Maybe there is a requirement for JMeter to provide some form of built-in
URL decoding - the difficulty is knowing when to apply it.
Not everything needs decoding...
