The file is badly formatted. It should start <?xml version="1.0" encoding="UTF-8"?> but that could be a cut and paste error. But please don't send files to the mailing list. They tend to get mangled, and can waste a lot of bandwidth. If you need to provide a test file, please do so via Bugzilla.
