jmeter -H 10.132.58.182 -P 8080 -u userid -a passwd - Works for me. I am also
using Jmeter2.2.
It seems to be your proxy is not working or your settings may be wrong. Can you
make sure proxy is working using "telnet <ip> <port>".

It's supposed to work the same way in JMeter 2.2, i.e. via the -H and -P
parameters.
Which sampler(s) are you using?
Any messages in jmeter.log or the console?
