I eventually replicated the problem on a public site and opened bug 40562<http://issues.apache.org/bugzilla/show_bug.cgi?id=40562>with a script that works in 2.1.1 and not in 2.2. I think it only effects redirects from HTTPS sites, but I'm not certain.
