That's probably a bug then. If you want to ignore cookies, for now
you'll have to remove or disable the cookie manager.

Not sure where you are setting the policy.

JMeter sets the HTTPClient cookie policy to "ignoreCookies". This is
because JMeter uses the Cookie Manager to determine whether or not to
send cookies.

If you don't want to send cookies, then just make sure that there is
no cookie manager in scope for the relevant samplers.
