G'day I assume when you say you want 60 trans per second you mean 60 completed trans per second.
The mean rate at which JMeter (or any load generator) completes transactions is always going to be the same as the mean rate at which the system under test completes them. (If it wasn't then the SUT would be completing transactions but the load generator would be holding them as incomplete or JMeter would be showing as complete transactions that the SUT hadn't completed.) So if the system under test isn't capable of completing 60 trans per second there is nothing you can do in JMeter (or any load generator) to get 60 completed trans per second. (Or at least not without changing the law of cause and effect which requires relativistic intervention.) If on the other hand you mean 60 submitted transactions per second (which doesn't seem a useful measure) then just start more and more virtual users.
