Start JMeter using the appropriate proxy server command-line flags:

This will then be used by JMeter for its outgoing connections.

Hi David,
Check the Port # entered on your HTTP Proxy Server. It must be the same
as the port you configured on your browser (Tools>Internet
Options>Connections>Lan Settings>Proxy Server). Also the IP address
entered here must be for the machine from which you are running jMeter.
The instructions are a bit confusing about the port settings.

HTTP Proxy recording
Hi All,
Having problems recording with HTTP Proxy a la the tutorial that shows how
to record tests using the proxy.
Firstly added HTTP Proxyt server as a non-test element under Workbench.
Proxy is working in that I can successfully browse the internet through
IE, which has had connection settings modified to go through the proxy
located on localhost at port 9090.
However with Target Controller set to Thread Group > Recording Controller
and having a Recording Controller lodged in my thread group nothing is
recorded when I click around on my web page that is being accessed through
the proxy. Also have defined HTTP Request Defaults config element in my
thread group with server name jakarta.apache.org , port number 80 and
default protocol http.
Examining the jmeter log I see message 'Proxy up and running!' but nothing
gets recorded.
