Possibly.

As a work-round, you could perhaps use the Switch Controller with a
random number.

Or - depending on the plan - you may be able to use a file containing
the randomised parameters for the test run as input to CSV DataSet.

loop count.  I saved the Test plan and pressed run.  It still continued

I am using a random controller inside this thread to randomize over
about 20 different HTTP and SOAP Samples.  Could that be affecting the
test run?
