I don't think so.

How are the SOAP attachments identified?
If there is a standard for this, then please create a Bugzilla
enhancement request and we may be able to add it to a new version of
JMeter.

In the meantime, you should be able to use the XPath or Regex
Post-Processor to extract the URL into some variables and pass it to
another sampler.
