JMeter requires a fully compliant Java 1.4 or later. The DOS window will not normally show anything, as errors are logged to a file.

If JMeter is running, you will see the JMeter GUI window (which starts up showing "Test Plan" and "Workbench"). I checked on my system, and while a DOS window does open and run in the background when JMeter is started, nothing is ever displayed in it. If the JMeter GUI is not launching for you, you may not have a required element installed, or a recent enough version. It's been a while, but I think that when I first tried to run JMeter, I only had an older version of the JRE installed and it didn't work.
