The test plan has a Cookie Manager with "Clear threads each iteration"
checked. This does not work properly in 2.3.1:

Might be worth unchecking it, as there is only one iteration anyway.

It's one of the few changes between RC4 and 2.3.1 that might cause the
difference in behaviour.
