Ok, I see what you mean.. I'll just do a test that does nothing and use
the comment field :)

But I hope you understand my explanation now how its confusing to new
users on where this stuff should be put in the test plan.

It seems the original intent of jmeter was to basically work on
everything 'in line' manipulating things in series with its usage.  When
you start creating variables and wanting to manipulate them discretely
for readability and upkeep, it gets confusing where it should be done.
