The resolution varies somewhat between versions of Java and the OS,
and is not down to JMeter.

Java 1.5 has a higher resolution interval timer, and code has been
added to JMeter which will make use of this when running on Java 1.5.
This will be available in the next release of JMeter.

Having said this, a resolution of 10-20 milliseconds for latency is
surely good enough for almost all purposes.
