I ended up using this to start and stop the servers:

ssh $jmeterserverone \"setsid
/home/chuesgen/jakarta-jmeter/bin/jmeter-server >> ~/jmeterServer.out
2>&1 &\"

Just in case anyone needs to do this in the future.

How do you start a background process normally on the remote host OS?
Just pass that command to ssh.

For example the following may work on some OSes:

ssh   ... nohup jmeter-server &
